Summary: Plaintiff brought a 1983 lawsuit against Nashville after police officers kept her in handcuffs while she went into labor.  (She was kept in handcuffs because she was a “medium status” detainee, due to an immigration detainer.)  The District Court granted summary judgment to her, and a jury awarded $200,000.  The Sixth Circuit reversed the grant of Summary Judgment.

Petitioner served as a sergeant in the Mauritanian military and participated in the torture of black dissidents in Mauritania.
