Summary:  The Eighth Circuit affirmed the denial of asylum and withholding.  The Court agreed that the Israeli petitioner feared harassment by private actors, whose family members’ were convicted for murdering petitioner’s uncle.  The petitioner also could not show that the government was unwilling or unable to protect petitioner if he returned.
